Can I handle two dogs?

The idea of getting a new pup always enters my mind. Everytime I took Pongo out for his daily walk and crossed paths with these 2 dogs,  a siberian husky and a retriever walking with their master, he would aggresively bark and tried to go after or near them. I'm not sure what's he's going to do next, so I always tried to pull him out of the other dogs way. 

I used to have 3 dogs in the house, Pongo's mom, Daphne( she died 2 yrs. ago), Pongo and his brother, Buster. When I moved out of my old place 2 yrs. ago, I gave away Buster, because the new house that I was moving in  allowed me only 1 dog (i choose Pongo, of course!) besides He and Pongo doesn't get along well.  

Pongo is not anti-social,  he is usually surrounded by people but not much of his kind. I have never tried  taking Pongo for a walk side by side with another dog.  So I'm thinking, "Is getting a new dog will improve Pongo's behaviour towards other dogs? and can I handle caring for 2 dogs? hmm.....
