A dog is considered fully grown (physically and emotionally) by age two.

Remember the "how old are you in dog years"? They NOW say the first year is equivalent to seven years, and four years for each year after....so at 2 y/o, you have the parallel of an 11 y/o child!

Typically, smaller breed dogs mature faster than larger breed dogs. Generally then, 1 year is considered more of the average. After that, dogs don't grow in height other than "filling out". Of course we realize that behavior wise, many dogs mature around 3 years old. For purposes of the contest, however, it appears that the young puppies are easily identified as really cute 'cause they're "puppies". I would suggest up to 6 months for this special puppy cuteness. Most dogs don't grow much after this age anyway.

The dog age calculation has actually changed.... at 5 mo they are 10 years, 8 mo is 13 years, 10 mo is 14 yrs, and 1 yr is 24 years.
