I so totally agree that this will cause folks who can’t afford the tax to not seek medical help for their pet. This is no different that here in rural communities where people can’t afford trash services or dump fees so they take their garbage out in the woods a dump it. I couldn’t disagree with this idea more.

And by the way – “shifting the burden”?? Not to sound like an arse – but most of us shoulder the burder of others daily – it is the way society works.
