TRUJILLO ALTO, Puerto Rico — Back roads, gorges and garbage dumps on this tropical island are littered with the decaying carcasses of dogs and cats. That is HORRIBLE. I'm speechless at the moment. I think the person running the whole thing should be thrown away and left too. I have a few other choice ideas and words running thru my head, but I'll keep them to myself.
